Albany Co. takes extra steps to regulate breeders

ALBANY -- Albany County has announced new legislation regulating pet sellers and breeders. 

This makes Albany County the first to take advantage of a state law signed in January giving local governments more authority over those who sell or breed animals.  Under the law, violators could be charged with a civil offense carrying a minimum fine of $100 to $500 per violation.  It would also require regular inspection of pet sellers and breeders, to ensure they are providing minimum standards for care of animals. 

Lawmakers have been working with the ASPCA to develop the new rules.
