New York lawmakers target heroin resurgence

ALBANY, N.Y. (AP) -- State Senate Democrats have released a report on the rise of heroin and opioid use in New York, resulting in the introduction of new legislation.

Lawmakers on Tuesday were joined by family members who've lost loved ones to heroin in advocating for tougher penalties and increased insurance coverage.

The six bills would allow prosecutors to charge dealers with manslaughter if the opioids -- a class of drugs including heroin, oxycodone and hydrocodone -- result in death; equip first responders with an overdose-reversal drug; require health insurance providers to cover rehab for 60 days and cover anti-addiction medication; create a public service announcement targeted at teenagers; and create a community rehabilitation program.

Republicans and five breakaway Democrats who control the Senate have also held hearings statewide on the issue.
