Suburban NY SPCA is forming Animal Curelty Watch

CARMEL, N.Y. (AP) -- A suburban New York SPCA is forming a neighborhood watch program designed to guard against animal cruelty.

The Journal News says the Putnam County SPCA is looking for residents who won't tolerate animal cruelty in any form and are willing to report it.

The group is holding a 90-minute seminar on Saturday.

Speakers from law enforcement and government will discuss laws and how the Animal Cruelty Watch will work.

Participants will learn to recognize different forms of animal cruelty and its correlation with child and elder abuse, domestic violence and gang violence.
