The Bottom Line: PayPower Card Problems

NISKAYUNA -- Questions are cropping up about some early tax refunds that people are receiving.  Or rather, are "supposed" to be receiving.
           
Cecilia in Troy alerted CBS 6's Dori Marlin to the problem, and it turns out hundreds of others are running into the same issue:

If you filed your taxes online this season using the website TaxACT.com, you may have chosen to receive your refund on a PayPower VISA debit card.

But Cecilia and the many others trying to use the cards say, they weren't able to.  They say there was no money at all on the cards, when they went to use them to pay.
           
Dori called and spoke to someone with PayPower's parent company, Blackhawk Network, which tells her the issue really has to do with VISA.

The Bottom Line: They say VISA was working to establish measures to prevent fraudulent activity on the cards - but in the interim wound up essentially "locking" the cards, so they couldn't be used.
   
The spokesperson assures Dori that the issue, which began earlier this week, should now be resolved - and that people should now be able to use their cards.
