Breaking ground in Albany

ALBANY -- Crews will break ground on the second phase of Albany's $22 million South End Revitalization Project.
The mayor and housing officials will be on hand for the ceremony -- which starts at 11 a.m.
The second phase consists of renovating 43 units on Morton Avenue and in the city's South End.
